Sir Cyril Thomas Flower, CB, FBA, FSA, FRHistS (31 March 1879 – 10 August 1961) was a British historian and civil servant. He was the Deputy Keeper of the Public Records, the de facto head of the Public Record Office, between 1938 and 1947.
