Dr. Norman Christopher Francis (born March 20, 1931 in Lafayette, Louisiana), was the president of Xavier University of Louisiana. He served the position from 1968-2015, making him, in addition to being the only lay (non-clergy) president of Xavier, the second longest-tenured current leader of an American college or university and . He previously also served as the chairman of the Louisiana Recovery Authority, the state agency in charge of planning the recovery and rebuilding of Louisiana after Hurricane Katrina and Hurricane Rita. He has also been the recipient of the Presidential Medal of Freedom.
