Raymond Philip "Ray" Shafer (March 5, 1917 – December 12, 2006) was an American attorney and politician who served as the 39th Governor of Pennsylvania from 1967 to 1971. Prior to that, he served as the 23rd Lieutenant Governor of Pennsylvania from 1963 to 1967 and a Pennsylvania State Senator from 1959 to 1962. He was a national leader of the moderate wing of the Republican Party in the late 1960s.
