Frederick Carlyle Boucher (born August 1, 1946) is an American politician and attorney who served as the U.S. representative for Virginia's 9th congressional district from 1983 to 2011. The district, which is massively rural, covers the majority of southwest Virginia. A member of the Democratic Party, he was defeated in his bid for re-election by Republican Morgan Griffith in 2010.
