Franklin "Frank" Magtunao Drilon (born November 28, 1945) is a Filipino politician serving as the Senate Minority Leader since 2017. Since 2010, he has been on his second stint in the Senate, first serving from 1995 to 2007. He served thrice as President of the Senate: in 2000, from 2001 to 2006, and from 2013 to 2016. Having served as Senate Majority Leader and Senate President pro tempore in the past, he is the only senator who has served in all four major leadership positions of the Senate. A member of the Liberal Party since 2003, he has been the party's vice-chairman since 2011 and has previously served as the party's chairman and president.
